Setting up

Four players, four racks. All 152 tiles go face-down in the middle — the ocean — and everyone shuffles: the famous 'twittering of the sparrows.'

Each player builds a wall of 19 tiles, two high. One player is East — the dealer — who breaks the wall and deals counter-clockwise.
